Created using a Seed Audience that has previously been defined within your Facebook Ads Manager. So, this means if you have a Custom or Saved audience that you want to emulate (or replace, if you have exhausted it) then you can use it to create a Lookalike audience of people who share many of the same traits as your existing audiences.
You can upload contact lists from your website, or email provider, or CRM (etc) and if you give Facebook enough data points, it will find those people on Facebook (if they ARE on Facebook) and put them into a Custom Audience for you to advertise to.
So long as you have the Facebook Pixel installed on your website, then you can build an audience of people who visit your website. You can even create audiences out of people who visit specific parts of pages of your site, so that you can segment your audiences in ways that are useful to you.
So long as you have your App set up correctly by using App Events, and relaunching it in the App Store, then you can create a Custom Audience of people who have used your app – even segmenting your audiences by the type of action they have taken on your app using Targeting by App Activity.
